Place the dried red chillies in a bowl and cover enough boiling water to cover them. Cover the bowl and keep aside for 10 minutes, then drain and chop the chillies
Heat the oil and saute the spring onion whites and garlic over a slow flame till they are slightly golden in colour
Add the chopped chillies and salt & saute again
Add the tomatoes and cook for about 10 minutes over a slow flame till the tomatoes are soft and can be mashed slightly
Add the chopped coriander & spring onion greens, mix well & turn off the heat
